When you want to target a deal via a specific SSP (Supply Side Platform), it effectively means that you add a targeting restriction for that particular SSP. The deal targeting you choose will only apply for that SSP in question. All SSPs follow the same hierarchy:

Exchange > Publishers > Site

You have the possibility to either include or exclude exchanges and/or publishers. The option to target specific sites is still visible in the Ads platform, but will be deprecated in Q3 2018 and can no longer be used on new campaigns.  

Include & Exclude Possibilities

When you include an exchange, this means you will include all underlying publishers and sites as well. All other exchanges, so the ones you do not select and include, are automatically excluded.

When you exclude an exchange, this means you will exclude all underlying publishers and sites as well. All other exchanges, so the ones you do not select and exclude, will still be active and included.

When you include a publisher, this means you will include all underlying sites as well. All other publishers, again that means the ones you do not select and include, are automatically excluded.

When you exclude a publisher, this means you will exclude all underlying sites as well. Same as above, all other publishers will still be set to active and will be included.
